Romania – Additional measures in response to COVID-19
 

Poșta Română has advised that the state of emergency has been extended until 14 May 2020, as decided by the President of Romania.

Consequently, Poșta Română is still not able to guarantee service delivery standard on mail services.

Albania – Update on measures to limit the spread of COVID-19
 

Albanian Post has advised that in order to reduce the risk of the spread of the novel coronavirus (COVID-19), the Government of Albania has extended the state of emergency until 26 June 2020.‎

As such, Albanian Post is declaring a situation of force majeure and is unable to guarantee postal service quality for international inbound and outbound services for letter-post, parcel-post and EMS items.

Uganda – Impact of measures against the spread of COVID-19 on postal operations
 

Uganda Post has advised that precautionary measures have been implemented by the Government of Uganda and the Ministry of Health in order to limit the spread of the coronavirus (COVID-19).

These measures are having an impact on its operations, processing and delivery of international mail throughout Uganda Post’s network.

Uganda Post can no longer guarantee the service delivery standards and has declared a situation of force majeure with regard to letter post, parcel post and EMS.

Haiti – Declaration of force majeure
 

Office des postes d'Haïti has advised that the Government of Haiti has implemented lockdown measures in response to the coronavirus (COVID-19) pandemic until 20 May 2020. As a consequence, Office des postes d'Haïti is operating under a staff rotation system, which is causing delays to the processing and delivery of inbound postal items (letter-post, parcel-post and EMS).‎

Office des postes d'Haïti is therefore declaring a situation of force majeure for these services.

Australia – Measures taken to minimize the spread of COVID-19
 

Australia Post has advised that its daily operations are being affected by precautionary measures imposed by the government requiring individuals affected by COVID-19 to self-isolate, and disruption of the services offered by airlines and other transportation providers. This is having a direct impact on service quality for both international inbound and outbound mail.‎

Australia Post is therefore declaring a situation of force majeure for all international letter.

Georgia – Extension of measures to minimize the spread of COVID-19
 

Georgian Post LLC has advised that the Georgian Government has decided to extend the period of application of the measures aimed at reducing the spread of COVID-19 until 22 May 2020.

Spain – Update on suspension of acceptance of mails and extension of state of alert
 

The Spanish Government has extended the state of alert declared on 14 March 2020 until 10 May 2020. This state of alert may be further extended.

This will continue to have a major impact on operations and, consequently, on quality of service for all types of inbound and outbound mail.

Jordan – Measures taken to limit the spread of COVID-19
 

Jordan Post Company has advised that it has taken a number of steps, in line with the recommendations of the World Health Organization and local authorities, to protect the health of customers and staff during the COVID-19 pandemic. A total lockdown was declared in Jordan on 18 March 2020, and the mail sorting centre and all offices were closed until 16 April 2020, when a number of main branches reopened to provide essential services.‎

With regard to inbound mail, all incoming items are being sanitized, and no signatures are being required for letter-post, parcel-post or EMS items.

United Arab Emirates – Update on measures to limit the spread of COVID-19
 

Emirates Post has advised that the government of the United Arab Emirates has extended the state of alert until further notice, in order to reduce the risk of the spread of COVID-19.

Measures and restriction taken earlier on postal service will continue.

Portugal – Extension of measures to minimize the spread of coronavirus
 

CTT Correios de Portugal has advised that the Portuguese Government has extended the measures aimed at combating the spread of COVID-19 until 2 May 2020.

The service restrictions and situation of force majeure are extended until further notice.

Vanuatu – State of emergency
 

Vanuatu Post has advised that the Vanuatu Government declared a state of emergency on 20 March 2020, resulting in the closure of international borders, because of the COVID-19 pandemic. In addition, Vanuatu suffered damage in early April as a result of Tropical Cyclone Harold.

For this reason, service delivery standards cannot be guaranteed and a situation of force majeure has been declared until the situation has returned to normal.

Dominican Republic – Measures to limit the spread of COVID-19
 

Instituto Postal Dominicano (INPOSDOM) has advised that the government of the Dominican Republic has taken the measures to limit the spread of COVID-19, as of 19 March 2020.

INPOSDOM has therefore declared a force majeure situation for letter-post and parcel-post items

Correo Argentino has advised that the Argentinean Government has extended the period of obligatory social isolation until 27 April 2020.

Jamaica Post has advised that it has extended the period of application of restrictions to services in line with government directives aimed at containing the spread of COVID-19.

Mauritius – Update on the measures taken to minimize the spread of COVID-19
 

Mauritius Post has advised that the Government of Mauritius has decided to extend the sanitary curfew for a further period of 19 days, i.e. until 4 May 2020, to minimize the spread of the novel coronavirus (COVID-19).

United Arab Emirates – Update on measures to limit the spread of COVID-19
 

Further to earlier announcement, Emirates Post has advised that it is carrying out contactless deliveries during the COVID-19 pandemic.

For deliveries over the post office counter, the customer inserts his or her Emirates ID in a card reader, which records the name of the person collecting the item.

For deliveries to the addressee’s premises, the courier confirms the recipient’s name by asking to see ID. The courier records the name and hands over the item.

Poste Italiane has advised that the Italian Government has further extended the period of application of the measures aimed at minimizing the spread of COVID-19 until 3 May 2020.

Islamic Republic of Iran – Measures and restrictions to limit the spread of COVID-19
 

The government of the Islamic Republic of Iran has declared the necessity for provision of public services from 24 March 2020 by observing reduction in traffic and minimum attendance of staff, Iran National Post is doing its best to provide customers with postal services and deliver items to addressees as quickly as possible while taking all measures necessary to avoid the spread of COVID-19 in order to protect staff and customers.

The current situation will have repercussions in terms of quality of service for all types of inward and outward mail which will lead to expected delays in the delivery of all inbound mail (letter-post, parcel-post and EMS items).

Papua New Guinea – Extension of measures to minimize the spread of COVID-19
 

The Papua New Guinea Government has extended the measures taken to minimize the spread of COVID-19 for a further two months, until 1 June 2020.

Netherlands – Further changes to delivery procedures
 

PostNL has advised that owing to the COVID-19 situation in the Netherlands, it has made some further changes to the delivery procedure for all international inbound items that would normally require a signature.

PostNL changed its handover procedure in line with Dutch Government guidance as of 16 March 2020. Since that date, it has no longer provided a recipient’s signature for registered items, parcels or EMS items. As PostNL is committed to ensuring the delivery of these items to its customers, alternative proofs of delivery were implemented, based on different sources of handover confirmation: these may be the signature of the delivery person, the last three digits of the addressee’s identity card, or simply a proof of delivery scan event.

United States of America – Impact of COVID-19 on postal operations
 

The United States Postal Service (USPS) has advised that it can no longer maintain service delivery standards (i.e., on-time delivery, etc.).

USPS has changed its traditional procedures for international mail requiring signature. In lieu of asking the recipient to provide a signature, USPS delivery staff have been requested to maintain a safe distance, and ask the recipient for their first initial and family name. This information (along with delivery agent details) is entered into the mobile delivery device.

Madagascar – Measures to limit the spread of COVID-19
 

The Government of Madagascar has extended the state of emergency in the country until 19 April 2020. All measures already taken by the government have been reinforced including the suspension of all passenger flights, strict limitation of personal movements, and prohibition of all forms of public transport, in order to minimize person-to-person contacts.

Post offices are continuing to operate with a minimum level of service only. Mail deliveries (letter-post, parcel-post and EMS items) are taking place, but with delays.

Under these circumstances, Paositra Malagasy will not be able to guarantee quality of service for inbound and outbound mail (letter-post, parcel-post and EMS items).

Spain – Update on suspension of acceptance of mails and extension of state of alert
 

The Spanish Government has extended the “state of alert” to 26 April 2020 (subject to extension).

This will have a major impact on operations and, consequently, on quality of service for all types of inbound and outbound mail.

Togo – Measures to limit the spread of COVID-19
 

The Togolese Government has implemeted new measures to limit the spread of COVID-19 including restricted movement and curfews.

These various measures will impact upon the collection, transmission and delivery of mail. Consequently, the Togo Postal Corporation will no longer be able to fulfil its obligations in terms of mail processing standards, or guarantee quality of service for letter-post, parcel-post or EMS items, until the situation returns to normal.

Portugal – Extension of measures to minimize the spread of coronavirus
 

To minimize contact and in accordance with physicaldistancing requirements, CTT Correrios de Portugal will deliver registered mail into mailboxes with the exception of registered mail with associated special services.

Additional measures have been implemented whereby items subject to a delivery notice are now available for collection at CTT Correios de Portugal outlets and post offices for a longer period of time, namely 15 working days.

Vietnam – Measures taken to minimize the spread of coronavirus
 

VNPost has advised that that the government is extending the measures to minimize the spread of COVID-19 to more locations as follows:

Binh Duong (820000-829999), Khanh Hoa (650000-659999), Dac Lac (630000-639999), Dong Nai (810000-819999), Tra Vinh (940000-949999), Lang Son (240000-249999), Long An (850000-859999), Can Tho (900000-909999), Bac Ninh (220000-229999).

Therefore, the delivery of all mail items to these locations may be delayed.

Speedpost @ Changi Kiosk collections ceased from 7 Apr to 4 May
 

Speedpost @ Changi Kiosk collections will be ceased from 7 April 2020 to 4 May 2020 due to the escalated measures to prevent the spread of COVID-19.

Any items posted during this period will not be collected or processed.

Mauritius - Update on COVID-19 measures
 

Mauritus Post has advised that the sanitary curfew has been extended for at least 2 more week, i.e. until 15 April 2020 to limit the spread of COVID-19. All Post Offices nationwide are closed and all classes of mail will be subject to delays.

Owing to the suspension and cancellation of many flights to and from Mauritius, severe delays for all outbound and inbound mails (letter-post, parcel-post and EMS) are to be expected until sufficient transport capacity becomes available. Therefore, quality of service for all types of inbound and outbound mail is affected, and service delivery standards, which fall under the already invoked case of force majeure with regard to quality of service, cannot be guaranteed until the situation returns to normal.

Guatemala - Measures to prevent the spread of COVID-19
 

Due to government measures to prevent the spread of COVID-19, the General Directorate of Posts and Telegraphs will be operating with 50% of its normal staff until 12 April 2020 (subject to extension).

All post offices have been closed, and only home deliveries are being provided by the reduced staff, with appropriate steps taken to protect employees and customers. These measures will result in delays to deliveries, quality of service for all types of inbound and outbound mails is affected, and service delivery standards cannot be guaranteed

All international services to Saudi Arabia will be suspended with immediate effect due to COVID-19.

Slovakia – Measures to limit the spread of the novel coronavirus (COVID-19)
 

In addition to the measures already communicated, Slovenská pošta has suspended the collection of a signature on delivery for inbound registered letter-post items. These are now placed in the addressee’s mailbox with no personal contact with the addressee, and the details are recorded in delivery books. Items that do not fit in the mailbox, or those with an unsuccessful delivery attempt, will be stored at the delivery post office for an extended period (32 days in total). A notification, including instructions, will be placed in the mailbox. The same applies to ordinary mail, including small packages.

The exception are inbound registered letter-post items with value-added services, such as delivery in person, written proof of delivery, the cash-on-delivery service or other additional payments, etc. In such cases, deliveries have been suspended, and only a notification that the item is available at the post office will be provided (physical notification in the mailbox, or electronic notification by e-mail or SMS).

Where a customer is in compulsory quarantine or has been diagnosed with COVID-19, they are required to notify the postman/postwoman or courier of this in advance, before the first attempt to deliver postal items, or to call a special number. Their items will be deposited at the delivery post office for the extended storage period, and customers in quarantine will be able to wait until the quarantine is lifted.

Parcels that would ordinarily require the addressee’s signature are still delivered to the door, but extra steps are taken to minimize interaction. However, it is strongly recommended that recipients use the contactless option of delivery to self-service parcel terminals.

Iceland – Measures to minimize the spread of COVID-19
 

Iceland Post has advised that it has suspended signature on delivery for inbound items as of 19 March 2020. Delivery will be conducted via methods that limit direct contact.

These special measures have been implemented in order to reduce the risk of the spread of the novel coronavirus (COVID-19) and to keep staff and customers safe by avoiding human contact.
